First I thought it’s a joke. But when I started to find more information about this CPU….it’s serious stuff. They are actively developing it. There is a pretty solid roadmap…

    Elbrus 8S – 2016/2017
    1.3ghz
    Octacore
    28mn
    250Gflops

    Elbrus 16S – 2018
    1.5ghz
    Octacore
    28nm
    512Glops

    Elbrus 32S 2020/2021
    2.0 ghz
    16 core
    10nm
    2-4 Teraflops

VLIW architecture!!. Amazing performance potential. Yet to see some real benchmarks though. Pretty interesting CPU. The Russians want to replace Intel and AMD CPUs with this…General purpose computing with VLIW is a bad idea?

There’s no ISA details (the native ISA, not the x86 translation) available in English I know of.

Russian web-page (accessed just now; pointer in Wikipedia), last line:
    Ожидаемый год завершения работы: 2015

    which translates as
    Expected Completion Year 2015
