As far as the specializer is concerned, add.eql (add and a predicate gang) is a single op that encodes in two slots and has two results. The emulation can replace both together with code that also has two results. There is no way to replace only the add with emulation and leave the eql as native, because the horizontal signals are not visible in the program model.
