Whether power-shorting on NaR (and None) arguments pays depends on how common they are and whether the case can be detected early enough to take effect – it can take more than a cycle for a signal to cross a multiplier! Power shorting might pay on a native divide, but a multiplier would likely have already committed the power before it could figure out that it didn’t need to do so. And of course we don’t expect to be implementing native divide.
