In the specification talk, Ivan mentioned that the encoding was optimal-entropy encoding, with otherwise-unused bit patterns used to encode common/useful constants. On the Mill, there are separate encodings for the two instruction streams. Does optimal-entropy encoding therefore imply that there are constant-supplying operations in both instruction streams?
